The Zebulon story

Zebulon's sewer does not end at a river. Its treated water is sprayed onto a wooded field, and the county's water plan expects that field to run out of room around 2030. In a system like that, rain and groundwater leaking into pipes take up capacity the town cannot easily replace.

The plan names where the leaks are worst: the collection system on the east side of town has excessive infiltration and inflow. Much of that comes through public pipe, but private laterals with cracked joints and missing cleanout caps add to it.

The city is also growing its network, with a Pike Plaza extension on the joint plan's work list and utilities headed up US 19 toward the new VA clinic. New connections make old leaky ones even more expensive to carry.
