Public sewer is limited to a few municipal systems; the county's 2022 plan says most unincorporated land has neither water nor sewer lines, so rural homes rely on wells and septic. The Morgan County story
The City of Madison Utilities Department sells water, sewer and natural gas to the county seat. Rutledge runs its own small wastewater plant. That is close to the whole public sewer story. The 2019 water service strategy lists four town systems, and says every other area relies on in-ground wells and pump houses.↗↗
So the same symptom means two different jobs here. In Madison, a gurgling toilet usually traces to the pipe that runs from the house to a city main. On a pasture parcel off a county road, or a lot on the Lake Oconee side, it points to a tank, a distribution box or an absorption trench that has stopped taking water.
Sewer or septic?
Rutledge treats its wastewater in an oxidation-pond plant that the county plan describes as nearing capacity, and septic tanks remain common in and around that town. Bostwick and Buckhead each run a water system with no documented sewer, so their homes are on tanks too.↗↗↗
Madison has not published a sewer service-area map we could find. If your address is near the edge of town, call the city utilities office to confirm whether a main runs past your frontage before you apply for a septic repair.↗
Permits · Morgan County Environmental Health, Northeast Health District
Apply to Morgan County Environmental Health for a construction permit (new system) or a repair permit (existing system). The district also does existing-system evaluations, site evaluations and subdivision plan reviews.↗
No tank goes in the ground without that construction permit, and repairs need one too. A permit is good for 12 months at most.↗
The specialist reviews the site plan, then inspects the new system or the repair under Chapter 511-3-1 before it is approved and covered.↗
Published fees
Soil & terrain
Erosion runs all through Morgan's soil survey. The biggest map unit is severely eroded Lloyd clay loam on 6 to 15 percent slopes; severely eroded Cecil on the same grade adds 31,425 acres.↗
Lloyd itself drains well, which helps. The trouble is thin, clayey topsoil on a grade: trenches have to follow the contour, and the specialist sizes the field to what the clay will accept. Hard Labor soils, first described right here in 1998, drain only moderately well and move water slowly.↗↗
Down in the creek bottoms, Chewacla and Toccoa soils flood often, which rules them out for most absorption trenches. The whole county drains to the Upper Oconee basin.↗↗

Morgan EH's fee schedule, effective August 1, 2024, charges $200 for a residential repair permit and $300 for a commercial one. A residential re-inspection is $175. Those are county fees, paid on top of whatever the repair itself costs, and the specialist must inspect the work before it is covered.

The county's comprehensive plan cites a minimum lot of 0.6 acre for a septic system and 1.2 acres when one home needs both a well and a septic system. Slope, eroded clay and creek-bottom soils can make a lot that meets the minimum harder to lay out, so a site evaluation comes first.

No county-run water or sewer utility shows up in the public record. The service delivery strategy lists Rutledge, Bostwick, Buckhead and Madison as the only water providers, each within its own area, and says all other areas use in-ground wells and pump houses. Rural homes pair that well with a septic system.

The county plan says most unincorporated Morgan land has no sewer, and it maps about 25 miles of Lake Oconee shoreline as the Lake Community character area. Unless your subdivision documents show a community sewer, plan on a septic system, and check its permit file with Morgan EH before you buy or add a bedroom.

Much of the county is eroded clay on a slope. NRCS rates about 38,900 acres of its major soils very limited for septic absorption fields and about 179,700 acres somewhat limited. Thin topsoil and slow subsoil shorten field life, so a leach field, as some call it, has to follow the contour here.
