The Jasper County story
Jasper's joint comprehensive plan did something telling: it dropped a sewer-upgrade item from its work program, because the county does not own any sewer to upgrade. The effort moved to siting new water wells through the county water authority instead.↗
That leaves one documented public sewer in the whole county, the City of Monticello's, at a little over 13 miles of line. Lake Jackson subdivisions, the water-only town of Shady Dale and the pine and pasture land between them rely on tanks in their own yards as far as public records show.↗↗
For a lake-lot owner in Turtle Cove, that means the water comes from a community system and the septic tank is theirs alone. For a farm owner off Highway 11, it often means a private well and a tank on the same parcel, both permitted by the Monticello office.↗↗

Building where there is no public water? File the well permit first. Jasper EH's well fee includes a site evaluation to place the well, and the septic layout then works around it.↗
Apply to Jasper County EH for the on-site sewage construction permit, or a repair permit for an existing system.↗
Nothing is installed or repaired until that permit issues; it expires in 12 months or less.↗
The county inspects the new system or the repair before it is approved and covered.↗
Sewer or septic?
Plenty of Jasper homes get public water without public sewer. The county authority, the Lake Jackson community systems and Shady Dale all sell water only, so a water bill here does not mean you are sewered.↗
The county line itself splits two river systems. West of roughly Highway 11 and the wildlife refuge, water drains to the Ocmulgee; east of it, to the Oconee.↗
Soil & terrain
Soil scientists placed the Lloyd series' type location in Jasper, 1.7 miles south of Monticello on Highway 11. Lloyd is the county's biggest soil, followed closely by Pacolet, and both cover long eroded slopes of 6 to 15 percent.↗↗
Jasper's absorption-field ratings run harsher than neighboring Morgan's: close to a third of the rated acreage is very limited. Steep Wynott-Zion-Wilkes ground and flood-prone Chewacla bottoms likely account for part of that, and they are where a site evaluation most often steers the field elsewhere on the lot.↗

No. The 2023-2028 joint comprehensive plan says Jasper County does not own sewer facilities and that most of the county is not served by sewer. The City of Monticello runs the only documented municipal system, so homes outside it rely on septic.

Turtle Cove and Alcovy Shores both have community water systems in federal records, but no public sewer is documented for them, and the county plan says most areas lack sewer. Expect a septic tank and field on a Jasper lake lot, and plan any addition around them.

Jasper County Environmental Health says a typical family of two to four with a 1,000-gallon tank should pump about every three to five years. It also advises against septic additives. Bigger households, a garbage disposal or a smaller tank shorten the interval.

Not according to the public record we found. EPA lists it as a water system with about 640 connections, and the county plan says the county owns no sewer. Its service application sets a minimum monthly bill of $41.06 regardless of usage.
