Can DeKalb make me connect my Redan house to sewer?

Which creeks run through Redan, and why do they matter for septic?

Barbashela Creek flows into Snapfinger Creek, which flows to the South River; both, along with Pole Bridge Creek, cross Redan. A failing tank or drain field on a lot that slopes toward one of them sends untreated effluent downhill into the watershed, which is why surfacing sewage shouldn't wait.
