Is Social Circle on sewer or septic, and which county permits a tank?
Social Circle owns its own sewer system, but homes off the city mains use septic. Most of the city lies in Walton County, where the Northeast Health District permits tanks; a small southern share is in Newton, where GNR Public Health requires a Level 3 soil report. Only lots that can't use the city sewer need a septic permit. For those, check the county on the tax bill, then follow that side's path.

Sewer or septic?
City mains in the core, tanks past them
No map of sewered parcels has been published, so ask the city before assuming. The plan describes gravity mains plus lift stations serving subdivisions, not which lots they reach.↗
How to tell which one you have
- A sewer charge on your city utility bill means you're on the mains.
- Tank lids or a riser in the yard mean septic.
- The tax bill tells you whether a septic permit file lives in Walton or Newton.
The Social Circle story
An old sewer the city is rebuilding around you
Social Circle's own draft plan is blunt about its sewer. Half or more of the pipe is terra cotta, and backups are a known problem. Clay joints loosen and roots find them.↗
The city is working on it. A 2021 block grant paid for new sewer pipe in the mill area, the Wildwood Drive pump station and force main are done, and public works wants to trade the lift stations in older subdivisions for gravity lines as money allows. A new Little River treatment plant will replace the one on Vine Circle.↗↗↗
Growth adds pressure. The Stanton Springs business park, built by a four-county development authority, reaches partly inside the city limits. None of that work touches the private line under your yard.↗

Social Circle sits on a north-south ridge. Water on the east side runs toward the Little River and Lake Rutledge; the west side drains to the Alcovy, which also feeds the city's water intake. Mostly Walton. Census Reporter's geographic data puts about 91.5 percent of the city in Walton County and 8.5 percent in Newton. Walton-side septic goes through the Northeast Health District's office in Monroe; Newton-side septic goes through GNR Public Health in Covington. The county on your tax bill settles it.

Why does the sewer keep backing up in my Social Circle house?
Age of the pipe is a likely factor. The city's draft 2022-2026 comprehensive plan reports that about half its sewer pipe is terra cotta and names backups as a known problem. We locate the blockage first, since the city has not published a lateral rule we could cite, then repair the private section.

Do I need a soil report for septic work on the Newton side of Social Circle?
Yes. GNR Public Health, which permits septic in Newton County, has required a Level 3 soil report for every new, repair or modification permit since February 7, 2022. A certified soil classifier prepares it. On the Walton side, the published Level III requirement covers additions to an existing system.
Is Social Circle building a new sewer plant?
Yes. The city plans a new treatment plant on the Little River to replace the Vine Circle plant, raising capacity from 666,000 gallons a day to 1.5 million, with room to grow to 3 million, according to July 2026 reporting in the Rockdale Newton Citizen.

Where does Social Circle's tap water come from?
The city treats water from its own Alcovy River intake and also buys water through a connection with Walton County, according to EPA's drinking-water records. The system serves about 5,470 people through 2,026 connections. New accounts are opened at the City Hall drive-thru with a $100 water deposit.

Is Stanton Springs part of Social Circle?
Partly. The city's draft comprehensive plan says the Stanton Springs business park, developed by the joint authority of Jasper, Morgan, Newton and Walton counties, is partially located within Social Circle's city limits.

What does a septic permit cost in Social Circle?
On the Walton side, county Environmental Health charges $425 for a new residential permit and $200 for a repair permit (fees effective August 1, 2024). On the Newton side, GNR's residential site evaluation, permit and first inspection is $275. A Newton-side Level 3 soil report is billed separately by the classifier.
