Two kinds of water customers around Eatonton
In town and along the authority's mains, water is EPWSA's, billed at slightly different base rates for city and county customers. Out on the lakes, many subdivisions buy water from their own small well systems instead, and at least two of those list a thousand or more connections.↗↗
The county lists Piedmont Water Company as its other provider, so a lake-area leak may involve a different utility's meter. Either way, the line on your side of the meter is typically the homeowner's to repair, and we confirm the boundary with the utility before digging near it.↗
Aging pipe is a known issue here. Putnam's plan says many lines are approaching 50 years in service. A service line laid when the house was built can be just as old.↗

When the water line has to cross a septic system
Lake houses often have the water line and the septic field sharing a narrow lot. Georgia's field rule keeps trenches 10 feet from water supply lines, and where a line must cross within 10 feet it has to run at least 12 inches above the gravel and inside a single length of larger sleeve pipe.↗
Private wells have their own rules too. The Putnam health office asks that wells be capped with a concrete curb at least 4 inches thick extending 2 feet around the casing, and it can test well water for coliform bacteria. If a new house is going onto a lake lot served by a community well system rather than EPWSA, the service line still has to be planned around the septic layout, which is why we like to see both on one site plan.↗

Usually the line on the house side of the meter is private. EPWSA has not published its exact boundary, so we check with the authority when a leak is at or near the meter box.

Can I dig around my meter myself?
Avoid it. EPWSA charges $250 when a meter or meter box has been tampered with, and removing its locks can bring legal action.
