Housing era
The south side's oldest housing stock
East Point's median home was built in 1969, the oldest figure among the south Fulton cities we cover. The age table is heavy at the old end: 1,746 homes from 1939 or before, 1,748 from the 1940s, 2,820 from the 1950s and 3,266 from the 1960s.↗
Postwar neighborhoods like these were built quickly, and their laterals have had seventy years of tree roots and settling. We don't assume a pipe material from the build year; the camera tells us what's actually down there.
The East Point story
The east end of the Atlanta & West Point line
The name is literal. East Point was the eastern terminus of the Atlanta & West Point Railroad, with West Point, Georgia, at the other end. Sixteen families settled the terminus in 1870; the town got its first charter in 1887 and finished Main Street in 1892, over the objections of settlers who thought Newnan Road was plenty.↗
Today Atlanta wraps the city on three sides, Hapeville sits to the southeast and College Park to the south, and downtown Atlanta is about seven miles away.↗

East Point is one of the few metro cities that still makes its own water. It pumps from Sweetwater Creek in Douglas County to the Ben Hill Reservoir, five miles away, and on to the city's filter plant, which serves nearly 70,000 customers including parts of College Park and Hapeville.↗

The city itself lists Camp Creek, Utoy Creek and the South River as flood sources, with major events in fall 2009 and winter 2010 that put one to three feet of water on some properties. Lines near those creeks take on groundwater when the soil stays saturated.↗

Can my plumber cut the street to reach the sewer tap?
No. East Point Code Sec. 8-2307 says only the city may cut a street for sewer service, and the city's construction department does it at the applicant's expense.

Is the sewer line in my front yard mine?
Past the building line, yes. The code says the city has no duty to maintain or repair sewer line beyond the usual building line from the street.

Can a new sewer line run under my addition?
Generally not. Sec. 8-2313 bars a service sewer under a building except the building it serves, and then only with Public Works permission.

Does a restaurant in East Point need a grease trap?
Food businesses must install approved grease separators when their wastewater carries more fat, oil and grease than the code allows (Sec. 8-2354).
