Who permits septic in Jackson County, GA, and what do they need?
Jackson County Environmental Health, a Northeast Health District office at 341 Stan Evans Drive in Jefferson, permits septic installs and repairs. A new-system application needs an original red-stamped Level 3 soil report and staked building corners. JCWSA and the towns run the public sewer. Atlanta Water & Sewage Solutions handles both.↗↗↗

The Jefferson office's paperwork, in the order it wants it
Of the ten counties in the Northeast Health District, Jackson posts the longest list of septic forms. Its one-page checklist is strict, and the office turns away anything short of it.

Fill out the Site Evaluation Request completely, with a sketch of the planned layout and the building's dimensions; a partial form comes back.↗

Bring the soil classifier's Level 3 report as an original with a red stamp and signature. A scan, an email or a copy will not do.↗

Put stakes at all four corners of each planned building before the specialist visits, and pay in full first, by check or card only.↗

Show the lot clears the 2018 ordinance: 0.6 acres on county or city water, 1.5 acres on a well, each holding 25,500 square feet of usable soil.↗

Once issued, the construction permit expires after twelve months, so the system has to be built and inspected inside that year.↗

The Jackson County story
An old county building like a new suburb
Jackson is older than Athens. It was carved out of Franklin County in 1796, and the state college that became UGA started on land the county gave up. Today it builds like a commuter suburb: the Census puts the typical home's construction year at 2002, and about 85,000 people live here.↗↗
The public pipe grew more slowly. JCWSA, the countywide water and sewer authority, reported 95 miles of sewer line in 2024, beside 460 miles of water main. Plenty of houses get authority water at the meter and still flush into a tank in the back yard.↗
So the first question on any Jackson call is which system the house uses. A slow drain on a JCWSA street is a lateral job with a line at the right-of-way. The same complaint on a well lot near Maysville goes through the Jefferson health office, and the paperwork there is exacting.↗↗
Sewer or septic?
Authority sewer, a town system, or a tank?
JCWSA treats its sewage at the Middle Oconee plant, which it bought in 2006 and later enlarged. Hoschton and Braselton each own a separate treatment plant. Outside those collection areas, a house almost always has its own drain field.↗↗
Water tells you little. JCWSA says water in any corner of the county most likely passed through its system, whether the tap is in a town or out in the country. The sewer line item on the bill is the real clue.↗
How to tell which one you have
- Look for a sewer charge from JCWSA, Hoschton or Braselton on the monthly bill.
- Walk the yard for tank lids, a pump alarm or a green stripe over trenches.
- Ask the Jefferson EH office whether it holds a permit for the address.

Pacolet hillsides, Cecil ridges, Oconee bottoms
We clipped the federal soil survey to Jackson's outline. A single map unit, eroded Pacolet on 10 to 15 percent slopes, covers roughly a quarter of the county. Cecil is the leading series overall, on ridgetops and gentler shoulders.↗
Slope drives the ordinance too. Above 5 percent the board may ask for more land, and anything past 25 percent is dropped from the lot math. Along the Oconee forks, Chewacla and Cartecay bottoms flood, which is why the county's worst septic ratings trace the creeks.↗↗

Can I email my soil report to Jackson EH?
No. The application checklist asks for the original Level 3 report, signed and red-stamped by a state-certified soil classifier, and says photocopies and emailed versions are refused. In a recorded subdivision, ask first; the office may already hold one.
How much land do I need for a septic system in Jackson County?
Plan on 0.6 acres if the house is on public water and 1.5 acres on a well, with 25,500 square feet of usable soil either way. Pools, outbuildings, bigger homes, steep slopes or slow perc can push that higher.

Does fill dirt count toward my usable soil?
Not in Jackson. The ordinance leaves out graded or fill soil from road or drainage-basin work, F- and D-coded soils, a 20-foot buffer around them, and any patch too small for a 50-foot drainline.

What does a Jackson County septic permit cost?
The fee schedule is not online. The application tells owners to check with the office and to pay before the evaluation by check or card; cash is not taken.
Who fixes the sewer pipe in my yard on JCWSA sewer?
You do, from the house to the road right-of-way. The authority owns the main and the stub from the road to the property line, checks the main when you call, and sends you to a licensed plumbing contractor if it is flowing.

What does it cost to tie into JCWSA sewer?
The connection schedule effective April 11, 2024 lists $10,000 per equivalent residential unit for sewer. A 3/4-inch water connection is $9,500. Digging the lateral is a separate cost.

Why do so many Jackson drain fields struggle?
Federal ratings put about 17 percent of the county's mapped soil in the very limited class for absorption fields and almost all of the rest somewhat limited. Eroded hillsides shed water and creek bottoms flood.

Must I hook up if a sewer main reaches my road?
If public sewer is available within 200 feet of the property line, Georgia's on-site rules require the connection. Past that distance, a permitted septic repair is still an option.
