The Palmetto story
The rear-house line the city won't stand behind
Palmetto's rule is one building, one building sewer. There's a narrow exception: when a building stands behind another on an interior lot and no separate sewer can reach it, the front building's sewer may be extended to serve both (Sec. 24-98).↗
The code then adds a line owners rarely read: the city does not and will not assume any obligation or responsibility for damage caused by such a single connection. If a shared line backs up into the rear cottage or the front house, sorting it out is between the owners and their contractor.↗

Where a building drain sits too low to flow to the public sewer by gravity, Palmetto's code requires the sewage to be lifted by an approved means and discharged to the building sewer (Sec. 24-101). A lower-level bathroom that backs up may be a pump problem, not a lateral problem, and we check both.↗
Reuse is limited too: an old building sewer can serve a new building only after the city representative examines and tests it (Sec. 24-99). With 194 Palmetto homes built before 1960 and another 520 from the 1960s and 1970s, some of those old lines are still in the ground.↗↗
The ground is consistent: moderately eroded Cecil sandy loam on 6–10% slopes across downtown and the east side, firm clay that holds a trench wall but stays wet after storms. On deep, narrow town lots the lateral can run a long way from the back of the house to the street, so we locate and mark the whole path before choosing where to dig, and keep the dig as short as the camera allows.↗
