Why a new Rutledge house gets a tank, not a tap

People buying land around Rutledge often assume a town with its own wastewater plant can take one more house. The joint county plan says otherwise: treatment is close to its limit, and growth there waits on an expansion. For a builder, that turns the septic design into one of the first line items, not an afterthought.

Outside town the question never comes up. The county's water service strategy maps four city systems and leaves every other acre to private wells and pump houses, so a farm-lot homestead needs room for a well, a tank and a field, each kept apart by the state setbacks.

The county plan pegs the minimum at 0.6 acre for septic alone and 1.2 acres once a well joins it. Many parcels toward the state park are far larger, which helps, but a big lot still has to find one patch of soil the county will accept.

From bare lot to approved system: the Morgan County sequence

Rutledge does not issue septic permits. Everything runs through the county Environmental Health office on South Main Street in Madison.

The soil under the middle of town is a Hard Labor-Appling complex on 2 to 6 percent slopes. Hard Labor soils are only moderately well drained and pass water slowly, so a new field in this ground usually needs more trench than the same house would on sandier land.

Gentle slope is the good news. It lets a gravity layout work on many lots, with trenches following the contour instead of needing a pump to push effluent uphill.

Most of our Rutledge installs are single homes: a replacement house on a family tract, or a new build on land split off a larger farm. Those are sized by bedrooms, and adding a bedroom later can mean enlarging the field, so plan the final house size before the permit is drawn.

A commercial building is sized by daily flow instead. Morgan County inspects systems up to 1,000 gallons a day for $525 and charges more in steps above that, so a small office, church hall or shop should come with a realistic water-use estimate at the planning stage.
