Who provides sewer and water in Rex, GA?
On the Clayton side, Rex is served by the Clayton County Water Authority. CCWA maintains the public sewer and the water meter; the homeowner owns the four-inch sewer lateral to CCWA's connection and the water line from the meter inward. The Rex story
A town that was, then wasn't, then grew anyway
Rex has an unusual civic history. A post office by that name opened in 1882, the General Assembly made it a town in 1912, and the charter was repealed ten years later. Today it's an unincorporated community that Wikipedia places in both Clayton and Henry counties, with ZIP code 30273.↗
Its anchor is Rex Mill, a red grist mill on Rex Road about a mile and a half east of Highway 42. The mill probably went up sometime between 1820 and 1860, belonged to I. L. 'Touch' Hollingsworth by 1880, and joined the National Register in 1979. The Georgia Trust later flagged the historic village around it as a place in peril.↗↗
Most homes came much later. In ZIP 30273 the median house dates to 1995, and more than half of roughly 6,300 units were built between 1970 and 1999. That's the real Rex job: a 25- to 50-year-old lateral under a sloping front lawn, not a farmhouse well.↗

Is Rex on sewer or septic?
We plan a lot of pages as 'mixed' until the research says otherwise. For Rex it didn't. County-wide, septic homes still exist, since CCWA bills them as water-only customers, but no county or utility document we found puts them in this community. So we don't publish Rex septic pages, and we'd rather say so than guess.↗
If your property does have a tank, the rules are strict. Clayton won't permit a drain field on a lot under 25,000 square feet, and a home within reach of CCWA sewer can be ordered to connect.↗
How to tell which one you have
- Look for a sewer line item on your CCWA bill.
- Find the cleanout near the street; a septic home usually has none there.
- Ask the Clayton County Health District whether a septic permit is on file.

Creeks, slopes and mica-rich clay
Water shapes the ground here. Within about two miles of central Rex, Census hydrography traces Big Cotton Indian Creek, Little Cotton Indian Creek, Panther Creek and Tar Creek, so many lots fall toward a stream.↗
At the center of Rex the USDA maps Madison sandy clay loam on 6–10% slopes, moderately eroded. Madison is deep and drains well, and its clay carries a lot of mica flakes. Down by the mill the map changes to very rocky Ashlar sandy loam on 10–25% slopes, a reminder that one Rex street can dig easily and the next can hit stone.↗↗

Not anymore. Rex was chartered as a town in 1912 and the charter was repealed in 1922. It's unincorporated today, so county agencies and CCWA, not a city hall, handle public water and sewer on the Clayton side.

Who fixes a sewer backup in Rex?
It depends on where the blockage is. CCWA handles the public main and the six-inch line in the right-of-way; the four-inch lateral from your house to that connection is yours. A camera run shows which side the problem sits on.

Why do Rex sewer lines back up after heavy rain?
Water gets in where it shouldn't. CCWA notes that a broken cleanout cap lets stormwater into the lateral, and cracked joints do the same. On lots sloping toward Cotton Indian Creek, that runoff adds up quickly.

Do Rex homes use septic tanks?
We haven't found a public source showing septic systems in Rex, so we don't claim them. Some Clayton homes are still billed 'water only' by CCWA, which means septic. If yours is one, call and we'll look at it.

At the meter. CCWA maintains everything up to and including it, and the pipe from the meter to the house is privately owned.

Is the ground in Rex hard to dig?
Usually not, but it varies. Central Rex is mapped as deep Madison clay, while the slopes near Rex Mill are very rocky Ashlar sandy loam. We price rock only when a probe or camera tells us it's there.
