Housing era
The decade that built Stockbridge
More Stockbridge homes went up in the 1990s than in any other decade: 5,037 of about 14,925. Another 2,036 date from the 1980s. Census data counts nothing built before 1950, so this is not an old-town problem. It is a whole generation of subdivision plumbing reaching thirty-plus years at once.↗
The city's engineers already see it on the water side. Its 2019 conservation plan describes most existing service lines as advanced in age and failing often. We expect the same pattern underground on the sewer side, and we confirm it with a camera rather than guess.↗
Sewer or septic?
Stockbridge tolerates a working tank
Unlike some neighbors, Stockbridge does not force every tank off the moment sewer shows up. Its code allows an existing septic system to continue until it no longer functions. If ordinary maintenance keeps it working, the owner need not connect.↗
Once the city issues official notice, though, a property abutting a city sewer within 200 feet has 90 days to tie in. A failed tank near a line is usually the trigger.↗

The Stockbridge story
A small city utility inside a big county one
Stockbridge became a town in 1895 and a city in 1920, and U.S. 23 still runs through its middle toward Atlanta, 20 miles northwest. Today I-75 and I-675 meet on its edge, and the commercial strips along them draw most of the traffic.↗↗
The city's water system never grew to match the map. It covers the older 3.2 square miles of town, and HCWA's annual report says the Authority supplies most of Stockbridge's water. Sewage from the city system goes to a plant the city itself describes as about 20 years old and mid-upgrade.↗↗

Not by itself. Section 6.04.1140 lets an existing tank keep operating until it stops functioning, and routine maintenance that keeps it working does not trigger a connection. A formal 90-day notice or a failure changes that.

Who treats Stockbridge's sewage?
The city's own Water Reclamation Facility, rated for up to 1.5 million gallons a day, which discharges treated water to Brush Creek. Homes on HCWA sewer drain to the Authority's plants instead.
Why are water line breaks common in Stockbridge?
Age. The city's 2019 conservation plan says most existing service lines are old and failing frequently, and a planned replacement of 1,200 lines came in over budget. Owner-side lines from the same era are just as old.

Where is the sewer cleanout on a Stockbridge lot?
City standards put a six-inch cleanout at the property line, usually within 10 feet of the lot's lower corner, and never in the driveway. That is where we start a camera inspection.

Is my Stockbridge water from the city or HCWA?
It depends on the street. The city system covers roughly 3.2 square miles of the older town, far less than the whole city, and HCWA is the county's other water utility. Your bill settles it.
