Two gates before the first trench
Loganville's development regulations put the septic decision ahead of construction. Section 4.3.2 says a structure that will use on-site sewage needs its health department permit before the city issues a building permit. Builders who pour footings first and think about the tank later lose weeks here.↗
The earlier gate is sewer. The city runs roughly 81 miles of collection line inside its limits, and its utility department decides whether a main is available to a given parcel. If it is, there is no tank to install; the house connects. Outside the limits, or on a street the mains never reached, the county permit path opens.↗↗
