The Stockbridge story
What the city's own water plan says
In 2019 Stockbridge's engineers wrote that the majority of existing service lines were advanced in age and failing frequently. The city sought bids that year to replace 1,200 of them, but the prices exceeded the budget and the contract was not awarded. The plan penciled in about $1,600 per line.↗
The plan does not split those lines by which side of the meter they sit on, but the private house side is usually as old as the house. With most Stockbridge homes built in the 1980s and 1990s, a failure on one side of the meter is a good reason to look at the other.
The same plan put unaccounted-for water, the gap between what the system supplied and what it billed, at roughly a quarter of all water in 2016 through 2018.↗
