The Winder story

A ridge, a railroad and two treatment plants

Winder sits on a ridge, so its sewer runs downhill two ways. North of the old Seaboard railroad line, pipes drain to the Cedar Creek plant; south of it, to Marburg Creek.↗

Then there is the county. Barrow County Wastewater lists parts of Winder in its own service area, and it buys capacity at the city's Cedar Creek plant. So two neighbors in Winder can flush into different owners' pipes.↗

That matters the day a toilet backs up: whose main it is decides who comes out and where your share begins. Winder writes that line at a cleanout in the right-of-way. Barrow County's spec hands the whole single-customer lateral to the owner.↗↗

Sewer or septic?

City main, county main, or a tank?

Winder water reaches about two-thirds of the county. Its sewer does not come close to that. Plenty of homes with a Winder water meter drain to a tank in the yard, and those tanks are permitted by Barrow County Environmental Health on Lee Street.↗↗

Read the bill. A city sewer line on a Winder statement means a city main. A Barrow County sewer charge means a county main. No sewer charge at all usually means septic.

Does the City of Winder fix the sewer line in my yard?

Only the piece between its main and a cleanout at the right-of-way. Past that cleanout the line is yours. If there is no cleanout at the street, the city clears its main and tells you to call a plumber.

Have one installed. The city's contractor, ESG, marks a spot next to the water meter, and once the cleanout is in, the city takes over maintenance of the stub from there to the main.
