Both. The City of Fayetteville runs its own sewer and water, and owners must connect within 60 days of notice when a city line is within 100 feet of the property. The Fayetteville story
A county seat with its own plant
Fayetteville was laid out in 1822 as the seat of the brand-new county, became a town in 1823 and a city in 1902. For most of that time it was a small trading town. Then it took off: 2,715 people in 1980, 18,957 by the 2020 census.↗
Growth like that needs sewer, and the city built its own. Treated wastewater leaves the plant for Whitewater Creek, and the county plan lists that plant at 5.0 million gallons a day of permitted capacity. Along with Peachtree City, Fayetteville is one of only two municipal sewer systems in a county that has none of its own.↗↗
So a Fayetteville address can mean two very different things underground. Inside the sewered core, trouble is usually a clogged or broken building sewer between the house and the right-of-way. On the edges and just past the limits, it's a tank and a drain field on clay.
Sewer or septic?
When Fayetteville makes you connect
The city's trigger is tighter than the state's in one way and looser in another. Fayetteville measures 100 feet from the property line, not 200, but once notice arrives the owner has 60 days to connect. Ignoring it is a code violation, and the city can start billing the normal sewer charge anyway, as a lien on the property.↗
Septic inside the city is allowed only where sewer isn't available, and no permit issues for a new lot under 43,560 square feet. When a main does arrive, the old tank has to be pumped of sludge and filled with clean bank-run dirt or gravel.↗

Good clay in town, wet ground at the creeks
USDA soil maps put Cecil sandy clay loam under downtown, the familiar red clay that drains well enough for a properly sized field. East of the center the map shifts to Altavista sandy loam on low ground, and to the west frequently flooded Wehadkee soils line the creek bottoms. Both of those rate very limited for absorption fields.↗
Whitewater, Ginger Cake, Perry and Sandy creeks all run within a couple of miles of downtown, so plenty of lots slope toward wet ground at the back.↗
